Hon. FREDERICK STEWART, L.LD.,
Sir,
Acting Colonial Secretary.
Hongkong.
8th February, 1887.

My attention has been called to some operation going on at the South end of Inland Lot No. 673 in Hill Street, Shektongtsui, and I notice a War Department stone placed in the Street close to the South-east corner of the lot. I hereby record my respectful protest against these most injurious proceedings. I am entitled by the Crown Lease which I hold to a road on the South side of my lots, of which I am thus deprived without compensation, and for which deviation from Official plans and promises my consent has never been asked.
In reference to Inland Lot No. 671 I hereby renew my refusal to accept the compensation offered to me by the Surveyor General for the portion of Lot resumed, and protest against its forcible appropriation against my consent and without any opportunity being given to me to state my case before the Supreme Court or other competent Tribunal.
In my letter to you of 18th August 1885, I expressed my willingness to do this at any time when called upon, but no notice whatever has been taken of it, and to this day I have not so much as received an acknowledgment of its receipt.
I have the honor to be,
Sir,
Your obedient Servant,
